Türkiye’de Mikro Kredi Uygulamalarının Yoksulluk Üzerine Etkileri

Yoksulluk, genel anlamıyla bireyin temel ihtiyaçlarını karşılayamaması, belirli bir yaşam standardının altında kalması durumudur. Dünya Bankası, yoksulluğu günde 1,90 $, 3,20 $ ve 5,50 $’ın altında gelir elde edenler olarak üçe ayırmaktadır. Yoksulluk oranı, günlük gelirin altında gelir elde eden kesimin, toplam nüfusa oranlanması ile bulunmaktadır. Yıllar itibariyle ülkemizde ölçülen mutlak yoksulluk oranlarında azalma yaşanmıştır. Özellikle 2010 yılı itibariyle günde 1,90 $’ın altında gelir elde eden kesimin oranı çok düşük seviyelerdedir. Ülkemizdeki en yüksek seviyede yoksulluk oranını ise günde 5,50 $’ın altında gelir elde eden kesim oluşturmaktadır. Ülkemizde mikro kredi kapsamında faaliyet gösteren Türkiye Grameen Bank Mikro Finans Programının dağıtmış olduğu kredi miktarı ve kayıtlı olan mikro girişimci verileri kullanılmıştır. Program 2003 yılında kurulması nedeniyle başlangıç yıl 2003 olarak seçilmiş, Dünya Bankası yoksulluk verilerinde de en güncel veri 2018 yılı olması nedeniyle son yıl olarak da 2018 yılı seçilmiştir. Çalışmamızda, mikro kredi kullanan birey sayısı ve dağıtılan mikro kredi miktarı ile yoksulluk açığı oranı arasındaki ilişki 2003-2018 yılları verileri ile dağılım grafikleri yardımıyla analiz edilecektir. Çalışma dört bölümden oluşmaktadır. Birinci bölüm, mikro kredi kavramının açıklanması; ikinci bölüm, Türkiye’de mikro kredi uygulamaları; üçüncü bölüm, Türkiye’de yoksulluğun genel görümü ve son bölümde de mikro kredi uygulamaları ile yoksulluk arasındaki ilişki incelenecektir. Sonuç olarak; toplam dağıtılan kredi miktarı ile yoksulluk açığı oranları arasında negatif ilişki bulunmuştur.

Effects of Micro-Credit Practices on Poverty in Turkey

Poverty, in general, is the inability of an individual to meet his / her basic needs and stay below a certain standard of living. The World Bank divides poverty into those who earn less than $ 1.90, $ 3.20 and $ 5.50 a day. The poverty rate is found by proportioning the segment with income below the daily income to the total population. There has been a decrease in the absolute poverty rates measured in our country over the years. Especially as of 2010, the rate of the segment that earns less than $ 1.90 per day is at very low levels. The highest poverty rate in our country is the segment that earns less than $ 5.50 a day. Operating in the country within the scope of microcredit Grameen Bank Turkey has deployed Micro Finance Program is the amount of credit used and registered with the number of micro-entrepreneurs. Since the program was established in 2003, the starting year was selected as 2003, and 2018 was chosen as the last year because 2018 is the most recent data in the World Bank poverty data. In our study, the relationship between the number of individuals using microcredit and the amount of microcredit distributed and the poverty gap rate will be analyzed with the data of 2003-2018 with the help of distribution charts. The study consists of four sections. The first section is to explain the concept of micro credit; The second section, micro-credit programs in Turkey; the third section, deals with the phenomenon of poverty and the general picture of poverty in Turkey and in the last section will examine the relationship between poverty and micro credit applications. As a result; A negative relationship was found between the total amount of credits distributed and the poverty gap rates.
