Meslek Yüksekokullarının Bulundukları Yerleşim Yerlerindeki Ekonomik Etkileri: Elmalı Örneği

Bugünkü sistemimizde meslek yüksekokullarının konumu yeterince açık değildir. Bunun en önemli nedeni, bu okulların konum, rol ve işlevlerinin net bir şekilde belirlenmemiş olmasıdır. Meslek yüksekokulları genellikle sadece eğitim işlevi ile ele alınmaktadır. Oysa meslek yüksek okullarının üstlendiği başka toplumsal işlev ve sorumluluklar da bulunmaktadır. Özellikle taşrada yer alan meslek yüksekokulları, küçük yerleşim birimlerinin toplumsal, ekonomik ve kültürel gelişimine önemli katkılar sağlayabilmektedir. Az gelişmiş ya da gelişmekte olan, ekonomisi sanayiden ziyade tarıma ve hayvancılığa dayanan bu bölgelerde üniversite öğrencilerinin yapmış oldukları harcamalar bölge ekonomisine canlılık kazandırmakta ve bu kurumların önemini birkaç kat daha arttırmaktadır. Araştırma sahasını oluşturan Antalya ilinin elmalı ilçesi, yaklaşık 38.623 nüfusa sahip olup ilçede bir meslek yüksekokulu mevcuttur. Bu okulda 34 personel çalışmaktadır ve aktif 700 öğrenci öğrenim görmektedir. Bu çalışmada, yüksekokul öğrencileri ile personelinin harcamalarının, ilçe esnaf, sanatkâr ve ticaret erbabına olan etkisi incelenmeye çalışılmıştır. Çalışmada üç farklı grupla (öğrencileri, personel, esnaf) anket uygulamasına başvurulmuştur. Verilerin değerlemesinde SPSS for Windows istatistik programı kullanılmıştır. Bu kapsamda akademik ve idari personelin tamamı, yüz öğrenci ve Elmalı Esnaf ve Sanatkârlar odasına kayıtlı işletmelerle ile anket çalışması yapılmıştır. Anketlerin değerlemesinde bu üç grup ayrı ayrı ele alınmıştır. Anket sorularındaki harcamalar Elmalı ilçesi ile sınırlı tutulmuştur. Sonuç olarak Elmalı Meslek yüksek okulunun Elmalı ekonomisinde büyük bir etkisi ve katkısı olduğu gözlenmiştir.

In our present system, vocational schools have not been defined clearly. In general they are explained only educational functions. Whereas, vocational schools have also important social functions and responsibilities. In this article we have emphasized that the main social functions of the vocational school. Especially we have worked on vocational schools which are in small towns in administrative districts. The provinces schools have important social functions. Because these schools are more close to publics and they can considerable contribute to social, economical and cultural life of small town .Particularly, in the underdeveloped or developing cities whose economy depends much more on agriculture and animal husbandry than industry, the expenses made by the university students invigorate the regional economy, increasing the importance of these establishments to a large extent. Our research scope, Elmalı is a province of Antalya has approximately 38.563 inhabitants and one vocational school. There are 34 staff in this school and 700 students are studying. In this study, it is examined how the expenditures of school students and personnel effects trademens, artisans and merchant of the town. Three different groups (students, staff,merchant) has been applied to the survey. SPSS for Windows statistical program is used for the evaluation of the data obtained. İn this context, survey participants in this study: all of the academic and administrative staff, 100 students and merchant which members The Elmalı Union of Merchants and Craftsmen. These three groups are addressed separately on questionnaires assessing. Spending on questionsnaire is limited to the Elmalı districts. The data obtained from this study shows that Elmalı vocational school has a huge impact and contribution on the the economy of Elmalı.
